Once i aftdr into Safe mode i could NOT click on the task bar, the cursor would just switch to the busy circle thing. It just seems like windows will not boot up in safe mode. Since the issue persists after performing the steps on the article, we suggest performing an in-place upgrade using the Media Creation Tool to repair possible corrupted operating system files.
